Strategic Dialogue on African Waste-to-Energy Infrastructure
Waste to Energy International (WTEI) and representatives of Hassan Allam Holding have begun exploring potential cooperation on waste-to-energy and related infrastructure opportunities across Africa.
The dialogue began after Hassan Allam Construction’s business development team approached WTEI in February 2026. They held an initial strategic meeting on February 15, followed by the completion of mutual confidentiality arrangements on March 18. This provides a structured basis for evaluating selected project opportunities in greater detail.
Complementary Development and Delivery Capabilities
WTEI contributes international waste-to-energy project development experience, including feasibility assessment, technology selection, financial modeling, PPP structuring, procurement, construction supervision, and commissioning.
Hassan Allam Holding is a major engineering, construction, investment, and development group headquartered in Egypt. Its activities span power and energy, water and wastewater, transport, industrial facilities, and other large-scale infrastructure sectors across Egypt, Africa, and the wider MENA region.
The parties focused the discussions on how WTEI can combine its project-development and technology-integration capabilities with Hassan Allam’s engineering, construction, and regional delivery capacity. The parties have also considered possible EPC and investment structures for projects. Those structures must meet the required technical, commercial, and institutional criteria.
Project Opportunities Under Review
Initial exchanges have covered selected waste-to-energy opportunities in North and Sub-Saharan Africa. The review focuses on project maturity, government and municipal support. They also touched on waste-supply arrangements, tariffs, technology configuration, local participation, and the route to bankable financing.
This project-by-project approach is intended to identify where the parties’ capabilities are genuinely complementary and where they can establish a credible development and delivery structure.
A Structured Next Phase
WTEI and Hassan Allam will continue their working-level dialogue and assess suitable opportunities under the confidentiality framework. Any project-specific participation would remain subject to detailed due diligence, technical and commercial alignment, internal approvals, and future definitive agreements.
At this stage, the discussions do not constitute an EPC appointment, investment commitment, consortium agreement, or exclusive partnership.
