A Framework for Practical Project Cooperation
Waste to Energy International (WTEI) and Sino-QNP have established a non-exclusive framework for cooperation on turbine, gas-to-power, waste-to-energy, and other industrial power-generation opportunities in international markets.
Sino-QNP signed and stamped it on 13 April 2026. WTEI countersigned it the same day. It provides a practical basis for protected project introductions, coordinated market development, technical exchange, joint promotion and project-specific commercial cooperation.

Complementary Capabilities
Sino-QNP, formally Shandong Qingneng Steam Turbine Co., Ltd., is an established Chinese turbomachinery manufacturer with more than 30 years of experience. Its portfolio includes gas and steam turbines, generators, compressors, complete power-generation packages, installation, operation, and maintenance services.
WTEI contributes front-end project development, technical assessment, technology selection, financial modeling, procurement support, and international project structuring. The cooperation connects Sino-QNP’s manufacturing and engineering capabilities with WTEI’s project-development network and specialist experience in waste-to-energy, waste heat recovery, and difficult-gas utilization.
Early Joint Work with HEMA Energy in Oman
The framework is already being applied to real opportunities. One of the first cases reviewed concerns the possible use of associated and flare gas for power generation in Oman. This project is developed with HEMA Energy (Hema Oil & Gas LLC).
HEMA Energy is an Omani energy company founded in 2011 by internationally experienced Omani engineers. The company provides technologies and services across the upstream petroleum value chain and develops solutions in areas including flare-gas utilization, production optimization, and energy infrastructure.
Namely, for the Oman case, WTEI carried out the initial technical screening and coordinated preliminary manufacturer input from Sino-QNP. The manufacturer’s engineering team reviewed the available fuel information and identified the additional operating data required for turbine selection and system integration.
The project involves a challenging, hydrocarbon-rich gas stream. Fuel treatment, dew-point control, pressure stability, and turbine compatibility must therefore be considered as one integrated system. WTEI defined a structured preliminary-engineering scope for HEMA covering technology selection, modular sizing, initial CAPEX and OPEX assessment, and the route toward a possible equipment supply.
Cooperation Built Around Real Projects
However, the HEMA case is not the subject or limit of the WTEI–Sino-QNP relationship. It is an early, tangible example of how the companies work together. WTEI identifies and qualifies opportunities, develops the technical and commercial pathway, and coordinates with the client. Evidently, Sino-QNP contributes manufacturer-level turbine engineering, equipment selection, and supply capability.
The framework remains non-exclusive, so we evaluate each opportunity separately. Any equipment supply, EPC role, or investment participation depends on project data, technical validation, a commercial agreement, and the client’s final decision.
By combining international project development with established turbomachinery manufacturing, WTEI and Sino-QNP aim to build a practical project pipeline. Focused projects include gas-to-power, waste heat, biomass, waste-to-energy, and industrial power generation.
